Tokyo, Chiba AND Yokohama - Possible?  

I am planning on going to Tokyo for 3days in April. Flying Thursday 19, landing Friday morning and leaving Sunday 22nd at night, landing in England Monday.
I've calculated my plane ticket, hotel, train to the airport in the UK, concert ticket and concert goods to around 700GBP. This leaves me with about 450pounds.
With this money and my limit of 3 days, am I still able to:
Visit Chiba
Visit Yokohama in this time AND see my concert at 6pm either the Friday or the Saturday.
Also be able to spend a good few hours travelling around Tokyo?
Do I invest in a JR Pass even though I'm only staying for 3 days but wanting to travel to Chiba and Yokohama? I've looked and with a JR Pass Yokohama from Tokyo will cost me about 700yen and I think 1200yen for Chiba from Tokyo.
Any advice or help?
I know this sounds like a hectic three days - Or does it not? - but I'm willing to do it as it's my first time there.
Should I leave visiting these places - I wanna go BADLY to these places! And I haven't even considered food money yet but I was thinking 5000yen a day atleast ne? So that leaves me with about... 250 pounds for travelling and excess stuff I want.

Edit I've been advised to get the Suica & N'EX Ticket thing for the trains. It's 5500yen. Not too bad >< But need to figure how it works first ><
